Desenvolvimento local e relações de proximidade: conceitos e questões

Resumo

Atualmente, a noção de “proximidade” encontra-se tanto no programa eleitoral de políticos quanto nalinguagem publicitária utilizada por bancos ou hiper-mercados, numa forma de demonstração de cuidados paracom o interesse público em âmbito local. O termo terminou por chegar à comunidade de economistas: o desempenhodas empresas é explicado com base em seu entorno produtivo e institucional imediato, assim como em suas relaçõesde troca, de concorrência e de cooperação. No texto abaixo, reflete-se sobre a noção de proximidade tal comoempregada na análise econômica, com base na distinção entre “proximidade geográfica” e “proximidade organizada”.Para tanto, considera-se a noção de “externalidade”, ou seja, o conjunto de resultados de atividades que causambenefícios ou danos incidentais a terceiros, sem que o gerador da externalidade receba compensação direta ou arquenecessariamente com ônus eventuais.
